Brighton & Hove City Council Announces Next Phase of A259 Active Travel Improvements

Brighton & Hove City Council has today launched public consultation on the next major phase of improvements to the A259, unveiling plans that will transform walking, cycling and accessibility along one of the city’s busiest and most iconic seafront corridors.

The proposals—covering the stretch between Fourth Avenue and West Street—build on earlier phases already progressing toward construction and represent a significant step in creating a safer, more inclusive and better-connected seafront for residents, businesses and visitors.

Funded by Active Travel England and the Department for Transport, the scheme introduces a series of upgrades designed to make everyday journeys easier and more sustainable. Key features include:

  • A new separated two-way cycle lane linking Hove and Brighton
  • Wider, improved pavements for pedestrians
  • Safer, better aligned crossings and junctions
  • New loading and disabled parking bays
  • Better use of road space to support traffic flow
  • Additional parking where appropriate

These improvements will enhance access to well-loved seafront destinations including Hove Lawns, the bandstand, Shelter Hall and the Brighton Centre, while strengthening the city’s commitment to active travel and climate-friendly transport.

Phases 3 and 4—now open for consultation—have been shaped by feedback from earlier engagement on Phases 1 and 2, ensuring the design reflects community priorities and local insight. Construction will begin in sections, starting at the Fourth Avenue junction, subject to future funding for the full route.

Have Your Say

Residents, businesses and visitors are invited to review the proposals and share their views through the council’s online survey, open from 14 September to 25 October 2026. Participants can comment on either or both phases, and the survey takes approximately 10–15 minutes to complete.

Two public drop‑in sessions will also be held:

  • 24 September 2026, 14:00–16:30 at Hove Town Hall
  • 17 October 2026, 11:00–14:00 at the Edward VII Memorial

These events offer an opportunity to speak directly with the project team, explore the technical drawings and understand how the scheme will evolve.
